replybot.cfg.example points to the wrong URL for the ConfigParser documentation

The file replybot.cfg.example points to:

http://www.python.org/doc/current/lib/module-ConfigParser.html for the ConfigParser documentation which leads to a 404.

The current home for the docs of the ConfigParser module is: http://docs.python.org/library/configparser.html

Fixed in r25 of my branch: http://bazaar.launchpad.net/~zacherates/replybot/replybot-experimental/revision/25
