MoveTransition is not applied to overlay even when explicitly stated

Bug Description
When using a MoveTransition to go to and from the game menu, any displayed overlay still just blinks in and out even when "overlay" is explicitly included in the transition's layer list. Using a Dissolve (which does not even have a layer list) includes the overlay in the transition.

Obsolete code was explicitly preventing this. Removed it. Will be in 6.10.2b.
