Bug Description

When running
$ tox -e releasenotes

in Cinder for this change: https://review.openstack.org/#/c/542417/2

I see

  File "/home/eharney/src/cinder-review5/.tox/releasenotes/lib/python3.6/site-packages/reno/scanner.py", line 563, in _get_ref
    raise ValueError('Unknown reference {!r}'.format(name))
ValueError: Unknown reference 'origin/stable/liberty'

I can't reproduce this problem. It looks like the patch you linked to has merged. Is this still an issue?
