Bug Description

The keystone team recently released v9.0.0.0b3 for mitaka (current release), and shortly after we released v8.1.0, a new version of liberty (previous release).

It looks like the liberty release notes were written to both the previous and current release and they contain the same content:
current => http://docs.openstack.org/releasenotes/keystone/unreleased.html
previous => http://docs.openstack.org/releasenotes/keystone/liberty.html

This should be addressed by https://review.openstack.org/#/c/290067/, and will be corrected when another patch is merged or tag is applied to the projects affected by the issue.
