List test result API response does not include private results

Bug Description
The list test result API (/v1/results) should return all test result records that the requester has privilege to retrieve. This includes public and private data for authenticated users. Currently, the list results API does not return private data for authenticated users.
However, the results in the RefStack UI "Community Results" tab should only return publicly shared data (as it does currently).
