Bug Description
The Identity section of the Tempest configuration has entries for a user and it's associated information. While these parameters are still allowed, a second option of providing a yaml file with test account information is also allowed (and at this point I believe preferred). RefStack-client currently does not acknowledge the users in the accounts file if it is configured. Both should be allowed as valid means for providing accounts to refstack-client.

@Daryl, Thanks for reporting the bug! Indeed, refstack-client should be able to use either the credential information in the "Identity" section of the tempest.conf or the yaml file.
