Bug Description

On the Refstack website, on a results report page, the percentage of "capability tests required" factors in flagged tests, which are not required to be passed. The progress bar and pass percentage should take flagged tests into consideration.

    Show how many non-flagged tests were passed

    The number of non-flagged tests passed should be noted on
    the results-report page so users can better tell if they
    meet program requirements. To avoid confusion, the progress bar
    was removed from the results-report page.
