add watched folders

Bug Description

Just another enhancement idea:
Like in music media players and library managers it would be nice to have a watched folder which could be defined by the user.

Whenever a new document is saved/copies into that folder Referencer would add it automatically on next start up or rescan the folder all X minutes.

having an inotify watch on it should suffice, no need to rescan every X minutes.

On a related note, the same folder could be used to (theoretically) download the fulltext PDF of an web-link article, if the user has appropriate permissions through e.g. a library. But that's another wishlist bug/plugin I guess.

I use Referencer in the exact same way, one folder per project. This feature would be great for me as well, as it would eliminate the need to manage articles on two levels: folder and within Referencer.

I think that 'folder watch' would be a great new feature, especially if integrated with the an automatic 'tag' with the folder name - like suggested in wishlist 'Bug #194158' https://bugs.launchpad.net/referencer/+bug/194158
