missing librsvg-2-2.dll

RedNotebook version 1.81 Upon opening program I receive the message "The program can't start because librsvg-2-2.dll is missing from your computer. Try reinstalling the program to fix this problem." The program seems to start after the message. I have tried reinstalling several times to no avail. I am running Windows 8.1 on a Gateway desktop. Incidently, the program installed and ran just fine on an HP laptop running Windows 8.1??

hahahahahah! I worked with computers for 23 years and who knows how they
think. I get a different error this time. I get "The program can't start
because libcroco-0.6-3.dll is missing from your computer. Try
reinstalling the program to fix this problem."

​I did a search on libcroco-0.6-3.dll and found a copy of it in the Gimp
libraries and in
C:\Python27\Lib\site-packages\gth-2.0\runtime\bin. Evidently the program
is looking for it in another place? As before, the program runs but, of
course, ​whatever instructions depend on that particular library are
suspect.

Aha, it seems the installer is missing several dlls. I have prepared
another one that includes libcroco-0.6-3.dll and iconv.dll that I
suspect is missing on your system as well. Can you try the installer,
please?
