Highlight the indicator icon only after a period of user inactivity

Bug Description
Currently, the indicator icon is highlighted whenever there is a new notification. This isn't very useful when I'm already at the computer and noticed the notification. (I would click the icon just to dismiss the highlight, so that it doesn't distract me from other things.)
It would be great if the icon would light up only if I'm not at the computer (e.g. after 30 seconds of inactivity, or some other configurable period of time). This way the icon is more of an indicator of missed notifications.
