Installing msmtp-mta breaks mail command

Bug Description

Install msmtp-rta. This removes exim4 packages. Then, when calling the mail command, it fails. /var/log/mail.log contains the following lines:

Jun 17 06:25:42 raspinas exim4: ALERT: exim paniclog /var/log/exim4/paniclog has non-zero size, mail system possibly broken
Jun 18 06:25:02 raspinas exim4: ALERT: exim paniclog /var/log/exim4/paniclog has non-zero size, mail system possibly broken
