python3-pyqt5.qtwebengine: package not available for Raspberry Pi; qutebrowser-qtwebengine package is broken

Bug Description

The python3-pyqt5.qtwebengine isn't available in Raspbian, which is a shame because it allows for creating much lighter weight browsers than chromium. (Chromium brings my poor zero w to its knees, and almost every page gives a "page is not responding" dialog that has to be dismissed before the page finally loads.)

I guess the webengine build is fairly complex. There's a discussion in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=879958 that cites "armv7 contamination" problems in the WebEngine build; a response to that says that WebEngine supports armv6. This was all from 2017 so now, two years later, a lot might have changed. Has anyone tried building it recently? I might be able to help in getting the build working, but I don't know much about Raspbian's build/packaging system, so before trying to jump in it would help to know what sort of build would be required to get it included in Raspbian.

Meanwhile, one of those lightweight browsers that could be a nice asset to the Pi, qutebrowser, is a broken package: installing qutebrowser-qtwebengine fails because its dependencies aren't available. If it's really too difficult to get python3-pyqt5.qtwebengine going in Raspbian, the qutebrowser-qtwebengine package probably shouldn't be there either. There are also some other related packages, like libqt5webengine-data, qtwebengine5-doc and qtwebengine5-doc-html, that seem mysterious since qtwebengine isn't there.
