Pi 4 - display_lcd_rotate=1 yields LCD rotation but will not show CLI or Desktop interface.

Bug Description
Using a Raspberry Pi 4 2GB with Raspbian Buster full, fresh install, updated/upgraded 12-23-19.
In an attempt to rotate the screen I edited /boot/config.txt, adding "display_
The Pi reboots with screen rotated, however the splash screen remains visible and the CLI/Desktop never loads.
Turning off the splash screen yields the boot text remaining on screen but never loading CLI/Desktop.
When rebooting in this state the CLI/Desktop can be seen for a split second before the pi reboots, as if the splash screen/boot text is being displayed over the CLI/Desktop interface, blocking it from view.
I've also tried display_rotate=1 with the same results.
I have a Pi 3b+ with the same configuration and it boots to CLI/Desktop without issue. Any ideas as to why this is happening with the Pi4? I understand there is a screen configuration utility in desktop mode but it only rotates the screen while using X11, not while in CLI and I'd like to rotate the screen in both cases. Any help with this would be greatly appreciated.
