RPi.gpio shows incorrect error if run by a user with insufficient permissions

Bug Description
If a user who is not in the GPIO group attempts to use python3-RPi.GPIO, the setup function fails, with the error message "RuntimeError: Not running on a RPi!" Which is rather misleading.
It would be better if this message was something along the lines of "Unable to Access GPIO device"
