External USB HDD unavailable after reboot

Bug Description
- Problem Detail:
1) System discovers newly connected external USB HDD. Fully operational.
2) Reboot system, the HDD device is not discovered.
3) After disconnect/connect USB cable, HDD is rediscovered.
NOTE: Fedora ARM does not have this problem - which confirms this to be a Raspbian OS issue.
