raspbian does not clear /run/network/ifstate.eth0 during boot

Bug Description

I had an instance after an unclean shutdown where networking failed to get a lock on /run/network/ifstate.eth0 during boot. This persisted across reboots and resulted in an irritating 5 min pause during the boot sequence.

running "sudo rm /run/network/ifstate.eth0" fixed the problem, of course. Presumably, the boot sequence should clear all locks.
