irssi-plugin-otr needs to be rebuilt against the new irssi ABI

Bug Description

The following versions are available in the Raspbian archive:

irssi: 1.0.7-1~deb9u1
irssi-plugin-otr: 1.0.2-1

Installing irssi and irssi-plugin-otr from raspbian results in the following error when trying to load the OTR plugin:

Irssi: otr/otr is ABI version 2 but Irssi is version 7, cannot load

In Debian, I see that there is a 1.0.2-4+b1 of irssi-plugin-otr available, indicating it's been rebuilt since the 1.0.2-4 upload. (see https://packages.debian.org/buster/irssi-plugin-otr)

I did not personally encounter this bug but was helping a friend who is trying to set up irssi on a Raspi with this. I was able to walk them through fetching the source from the archive, building the package, and installing the new package they built. This has fixed the ABI compatibility issue.

Hence, please rebuild irssi-plugin-otr against the Rasbian archive.
