OpenGL KMS driver breaks overscan

Bug Description
With a new installation of Raspbian Stretch on a Raspberry Pi 2, it defaults to overscan mode.
Using raspi-config, I disabled overscan and rebooted and it was disabled as expected.
I then enabled the GL Full KMS driver and rebooted. Every worked as expected.
I then decided to re-enable overscan mode (still using raspi-config). But this time after the reboot, it had no effect.
I tried manually editing /boot/config.txt, but changing the overscan values (disable=0 and the pixel amounts for the 4 edges) had no effect.
Finally, I disabled the GL driver (selected legacy) and rebooted. Upon reboot, overscan started working again.
So in conclusion, overscan seems to be broken with the new GL driver.
