Unable to see SSIDs after logging back in as different user

Bug Description

I created a second privileged user with all the same groups as the default 'pi' account. From the desktop UI, if you logout and login as the new user, the Wifi icon is now displayed as up/down arrows and when you click on it it says "No wifi interfaces available". I then edited /etc/lightdm/lightdm.conf and changed the default user to be my new user. After I rebooted, I was logged in as the new user and the Wifi icon appeared again as normal and I can see the list of SSIDs. If I then logout and login as the 'pi' user, the symptoms appear as described above. So, it is not related to either account, but the action of logging out and logging in as a different user.
