spamassassin fails to start with timeout exceeded

Bug Description

Spamassassin fails to start on boot with an error about perl that scrolls past quite fast

If I start it from the command line I get the message "timeout error spamassassin.service failed because a timeout was exceeded."

If I run it twice on the command line the second attempt does not time out.

I have tried edited
/etc/systemd/system/system.conf

uncommenting DefaultTimeoutStarSec=90s
and changing to 360s

Now it starts first time from the command line but still not at boot.

I am running off an SD card.

kernel is 4.9.0-4.rpi

spamassassin is version 3.4.1-6
