RFD: make Raspbian a Distro in Launchpad

Bug Description

Raspbian is a distro, just like Ubuntu and Debian. It is registered in Launchpad as a project, like samba or other upstream projects. This makes it impossible to use many awesome Launchpad features, like looking at bugs in project X that affect Raspbian, etc. Wouldn't it make sense to register Raspbian as a Distro in Launchpad?

Do you know what is involved in converting from a "project" to a "distro" and whether there are any downsides to doing so? If it is converted are you voulenteering to go through the existing bugs and add package metadata to them?

Wouldn't this add to the already HUGE confusion that there is about the raspbian image(/distro) made by the raspberrypi.org foundation?
I have already pointed a lot of bug reports to be reported at https://github.com/RPi-Distro/repo/issues as it wasn't an issue with the raspbian.org repo/project.

I understand the distinction between what is truly Raspbian, what is RPi and what is Debian isn't easy. I do not see though how doing the right thing and record Raspbian as a distro rather than a project would add to that problem, though. Project means upstream work. Raspbian is clearly a distro.
