Bug Description

Graphics version of raspi-config does not update /etc/default/keyboard. XKBLAYOUT remains gb. Non graphics version does make the change.

Tried to change the keyboard to United States/US English. After reboot and shutdown to CLI, the shift 2 key is not displaying as @.

(and then close this bug, as the issue is with rc_gui rather than with Raspbian)
