Packages with Priority:required are different from upstream jessie

Bug Description
Running `grep-available -FPriority 'required' -sPackage` produces a list of packages with priority 'required'. Doing a diff on the output between vanilla debian and rasbian produces:

> Package: gcc-4.6-base
> Package: gcc-4.7-base

> Package: mountall
60a64
> Package: xz-utils
Why are these four packages 'required' in raspbian but not in debian (jessie)?
In particular, mountall is the one causing me trouble because it depends on makedev which I don't want.
