Keyboard Character Repeat preferences are not applied after boot.

Bug Description

STR:

1. Navigate to Menu->Preferences->Mouse and Keyboard Settings
2. In the Keyboard tab, choose Repeat interval: 10 and Repeat delay: 100. (btw, this dialog should show the units, are these msecs?)
3. Click ok to close the window, then open a new LXTerminal window, and verify that the character repeat setting is insanely fast.
4. Power down the raspbian from Menu->Shutdown->Shutdown.
5. Disconnect and reconnect the USB connector to reboot.
6. Once Raspbian has booted back to desktop, open a LXTerminal window, and verify that the character repeat setting is not preserved across reboot, but the repeat delay is back to the slow/default setting. (note that going to the preferences menu, the delays do show the correct changed values 10 and 100, but they haven't been applied at boot)
