Scrolling the wheel too fast downwards in the web browser actually moves it upwards.

Bug Description

STR:

1. Open the built-in Web Browser.
2. Open a web page with multiple pages of text, e.g. go to google and make a search.
3. Scroll the mouse wheel down very fast so that the page should scroll down.

Observed: The view does not continuously scroll down on the page, but occassionally, the view actually moves upwards.

Expected: When scrolling the mouse down, the view should never move upwards.

This was tested on a Steelseries Kana mouse (model number 62029). The same mouse is routinely used in Windows, Linux and OS X desktops where the issue does not occur.
