libjpeg8-dev jconfig.h wrong location

Bug Description

The jconfig.h header is located in /usr/include/arm-linux-gnueabihf/ while all other headers are located in /usr/include.
This causes problem when compiling applications using libjpeg since jpeglib.h includes this header.

That change was explicitly made in the libjpeg8-multiarch.diff patch you can find here: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=636989#30

So I don't think jconfig.h is in the wrong location, but you should add /usr/include/arm-linux-gnueabihf/ to your standard include path. But I'm not a C/C++ coder.
