amixer fails to set volume when stepping by percent

Bug Description

I'm using amixer 1.0.25 from alsa-utils 1.0.25-4. According to the amixer man page, I should be able to step the volume up or down relative to the current value by appending + or - to the parameter passed to amixer. For example, the following command should increase the volume on a Raspberry Pi by 10%:

amixer set PCM 10%+

However it has no effect and the volume remains the same. The same bug occurs when attempting to decrease the volume by a relative percent. For example, this command silently fails as well:

amixer set PCM 5%-

I've tested this feature on another computer running Debian Wheezy and it worked fine so the bug appears to be related to Raspbian.
