[KDE oxygen] too many scrollbars in preferences

Bug Description

Open preferences. There is a pair of scrollbars surrounding the left menu, and a pair surrounding the body. They are unnecessary and distracting, especially since they cover text and cannot be moved. See attached screenshot.

This is the default behavior in KDE, so all KDE users should be affected. I'm currently using KDE 4.9.

I can confirm the bug. But I'm unsure what I can do about it, given it is coded using GTK and it works as expected under Gnome.

Actually, it has the same problem in gnome (see attachment). I think the GTK theme is to blame, not KDE vs. Gnome.

Here's half the work. I don't have time to figure out how to get rid of the scrollbars on the left, but hopefully somebody else will pick this up.
