wont start on empty favicon

Bug Description

rapache wont start when website has an 0 bit (no content) favicon.ico. Happens when I generate a new site in rails which just creates the initial structure for the site and includes an empty favicon.ico file. removing or replacing solves the issue

Thank you for your signalation, could you tell me which version is affected and which is not ?
I seem to be able to reproduce the bug on the development branch, for example.

Development version doesn't work if the favicon is a real icon file and not a png.
