403 on head request in PathOrUrl pre_process for cirros

Looks like after changes on cirros hosting side, HEAD requests to http://download.cirros-cloud.net/0.3.5/cirros-0.3.5-x86_64-disk.img are receiving 403, GET is fine though. Thus rally is not able to validate an image_location.
