Plugin rally-openstack installation is missing in

Bug Description

Hi rally team.

I am trying to test our openstack cluster for the first time using rally.

I found rally has plugin structure and it seems to be openstack plugin was separated from rally codebase. There is nothing for the related comments in tutorial

So I think 'pip install rally-openstack' is required in tutorial to run correctly.

And I also found master of rally-openstack and master of rally has version conflict (python-mistral===3.2.0)

have committed a patch to update upper-constraints.txt, revmoved some unused packages version.
