Bug Description
Steps to Reproduce:
1. Register the cloud using the existing 25 tenants, one user in each 25 tenants
2. Trigger the task for 5 concurrency and 5 times
Actual Result:
Only one tenant and the user of that tenant is used for all the 5 concurrent iterations
Expected Result:
5 different existing users should be used for 5 concurrent threads.
