Bug Description

There is a potential performance regression for networking-ovn when specifying a port's IP address via update [1] (i.e. setting the subnet UUID for the port's fixed_ip property). Examination of the current rally create_and_update_ports test shows that this case is not tested, so this potential regression has been missed.
