create users not working with keystone V3

Bug Description

I have a new build of rally and I am testing over Mitaka release openstack.
create_users plugin fails with below error.

The same code is working for services plugin.

Hi Liu yulong,

I dont htink this is the issue related to above bug which placed. according to me the code fix done there for devstack installation of rally.
