Bug Description

Hello

I would like to review a performance degradation issue
I discovered in Neutron and ask if a test that was used to
discover this problem can be ported to rally tests.

I created a stress test script in python that creates hundreds
of subnets and links newly created subnets to the same router.

This script is attached to this bug report:
https://bugs.launchpad.net/neutron/+bug/1558101

All objects created (router, network, subnets) during the lifetime
of the script exists till the end of the script.

In the test above I create 100 subnets for X time,
then I create additional 100 subnets for another Y time,
then again additional 100 subnets for Z time.

I want the rally test to compare that X == Y +/- 10% = Z +/- 10%.
In this case we have no bug.

Else we have a performance degradation issue.

There is a patch for the problem reported in neutron.

Currently it is not merged.
