install rally with devstack use python-keystoneclient to create rally accounts, but dont't support keytone V3

Bug Description

i try to install rally with devstack step by step as the docs https://rally.readthedocs.org/en/latest/install.html#rally-with-devstack-all-in-one-installation, i set the 'identity_api_version' = 3, but i got a keystone error, says can't find user-id...

then i found the answer in the function 'create_rally_accounts' of the file 'lib/rally' ,
the docs use python-keystoneclient to create accounts for rally, but the ksc dont support Keystone V3,
maybe use python-openstackclient is a better solution

and also blueprints in devstack can see this: https://blueprints.launchpad.net/devstack/+spec/keystonev3

It looks like the logic of devstack plugin was changed. Feel free to reopen bug, if I'm wrong.
