zero exit status if invalid task config

Bug Description

exit status should be non-zero if task validation failed:

 $ .tox/py27/bin/rally task start --task rally-jobs/rally-mos.yaml
 ....
 Reason:
  Invalid scenario argument: 'Could not open /home/jenkins/.rally/extra/instance_dd_test.sh with mode 4 for parameter script'

 For more details run:
 rally -vd task detailed 55afadcb-b5a6-43ad-8e0f-b059d0c7f232
 Using task: 55afadcb-b5a6-43ad-8e0f-b059d0c7f232
 $ echo $?
 0
