Failed to render scenario data in html report

When trying to load the html obtained from a report task of "create_and_delete_networks.yaml ", the generated html fails to load on both FF and Chrome, complaining about "Failed to render scenario data" in the benchmark results window.

Steps to reproduce
================

1) Create a rally deployment from env

      rally deployment create --name test --fromenv

2) Go to rally/doc/samples/task/scenarios/neutron

3) Run: rally task start create_and_delete_networks.yaml

4) Generate the html report

     rally task report REPORT_ID --out report.html

5) Try to load the html file, its content would have this "Failed to render scenario data " issue.

This bug is not reproduced.
If attached JSON results are loaded, then report is generated correctly.
