rally verify failed without admin credentials

Bug Description

Command `rally verify start` doesn't work without `admin_username`, `admin_password` and `admin_tenant_name`, but current template of configuration file for tempest contains only admin_password[1].

    Use ConfigParser to generate tempest config

    Usage of ConfigParser provides flexible way to generate various
    configuration files for tempest.
    Generation of a configuration file takes a time, so checking the
    existence of a file is moved into function `verify`.
