Bug Description

Since https://github.com/rabbitmq/rabbitmq-server/commit/a5bd8bd35f72d504ba331648c109a7281d1586aa, rabbitmq-server always loads the rabbit_common and ranch plugins at startup. This makes it fail to start inside rabbitfixture, as rabbitfixture sets an empty plugin directory.

Perhaps it makes sense to just set RABBITMQ_ENABLED_PLUGINS_FILE to prevent weird plugins from loading.
