Bug Description
Scenario:
I join channel, i'm in the council, and I don't have auto-op from ChanServ.
RabbitBot joins.
I never get OP'd by rabbitbot.
Rabbitbot should check on startup if there's any non-op'd council members, and op them after the usual timeout time.
