Generated indicator.py shouldn't contain a shebang

Processing applications in the ARB queue, a really high number of apps give me that lintian warning:

W: cuttlefish: script-not-executable /opt/extras.ubuntu.com/cuttlefish/cuttlefish/indicator.py

This is caused by indicator.py containing the usual python shebang (#!/usr/bin/python) even though the file isn't an executable and is only meant to be imported.

Please update the template to remove the shebang.
