appointments date/time pickers in admin panel are not translated

I've fixed this for my installation with Russian (ru) locale, but for other languages need to add localization files for timepicker from https://github.com/trentrichardson/jQuery-Timepicker-Addon/tree/master/dist/i18n to /include/timepicker/ folder
for datepicker from https://github.com/jquery/jquery-ui/tree/master/ui/i18n to /include/jquery-ui/i18n/ folder
and include() required localisation datepicker and timepicker files to $js[] array in displayappointments.php based on language setting or $_SERVER["HTTP_ACCEPT_LANGUAGE"]
