Bug Description
Entering the following text when creating or modifying a questionnaire:
"L'intervista e' finita, la ringrazio della disponibilità. Arrivederci."
Results in the following being saved tothe database:
L'intervista e' finita, la ringrazio della disponibilit"

Seems to be a problem with html_entity_decode on versions of PHP < 5.4.0 not being set to UTF-8 by default.
