Change CloseableIterator to no longer throw IOException on close()

Bug Description

The CloseableIterator interface should be changed to no longer extend, as it's close method declares to throw, which is a checked exception, and is not appropriated for database access.

The CloseableIterator should extend Iterator alone and define a close() method with no checked exceptions.
