Bug Description
Quantum API uses str_GET attribute to fetch the Query string.
This was already deprecated in webob, and in recent releases an exception is being thrown when used.

Fix pushed for reviewing.
The fix put now version for webob to 1.1.1 which is the stable one.
Latest webob does not work for unit tests; I suspect an issue in webtest. It does not look like a Quantum problem.
