Bug Description
I have quantum==2013.1 from Github and the quantum-l3-agent is failing:

ImportError: No module named l3_nat_agent
Looks like l3_nat_agent is supposed to be installed but wasn't built.
To install I did:
git clone http://
cd quantum
python setup.py easy_install .
