gps / location service is activated after restart

Bug Description
if i turn off the gps / location tracking it shows it off in the menubar / settingsmenu. after a restart the gps and location service shows "activated" again...
its not working actualy so i want to leave it turned off.

Same for my E4.5 OTA-10
Bluetooth seems to respect this thing & Location not.
Didn't checked Rotation(seems to be like Bluetooth)
