Launch 2 apps quickly, the non-foreground app evades lifecycle suspend

Bug Description
Stesp to repro:
1. Launch Camera,
2. While at Camera loading screen, use launcher to launch another app like Contacts
3. Once Contacts has loaded, make sure you can interact with it
4. Do right-edge swipe to bring up the Spread
Bug:
the camera app has not been suspended, see how it is offering you live output in the spread.
If you focus Camera, then back to Contacts, and then reveal spread, Camera now suspended (black screen)
