[QtComp] Apps are not suspended if unfocused before they're started

Bug Description
If an app is unfocused before its fully started, there's an exception in AppMan to not suspend it immediately. That's fine because suspending it at that point would lead to nasty/undefined behavior. However, the app should be suspended once its fully started.
